Row over public use of cantonment assets by civilians

Recently utilization of cantonment well developed infrastructure facilities is   hot news for use by the civilians. It is a common problem which many cantonment areas are facing   so much so the Raksha Mantri (RM) conducted a meeting with all the cantonment boards chairmen & other senior officials. This phenomena becomes extremely serious in the vote bank culture more so before general elections, giving immense   leverage to the political leaders to improve their political standings. Quintessentially this is a unspoken failure of planning of urbanization and   satellite townships with all necessary infrastructure. by the local political leadership for their lack of vision and implementation . My Concept of Utility is 2 Levels by   Somasekhar Rao My concept of utility is 2 levels, firstly a person should use / utilize his resources and time for betterment of the society. The second level is how the contribution of individual is of use/utility to the community. An individual can aspire to level I utilizing his resources and time. Crux of the pudding is in eating it. How best the utility of individuals services contributes and of utility for the society and nation. Right after my graduation in engineering, I worked in a construction company. Electoral Reforms by   Somasekhar Rao India has the most robust democracy. It withstood the pressures of heterogeneity of regional, cultural, and social classifications. It withstood substantial pressures of the times. Concepts of democracy had developed deep roots in the Indian psyche. We adopted the Westminster model of our earlier rulers –Britain. The Westminster model suited the British for their conditions of size of land, size of population, religious diversity, differences in social status and education, income, community classification and social milieu. Please find my interview to Deccan Chronicle, Hyderabad based popular English daily, about a modification I have done way back in 1967.
